City of Palmdale - Residential Service

The City of Palmdale requires each occupied residence to maintain weekly trash and recycling services.


SINGLE FAMILY RESIDENTIAL SERVICE

Weekly residential service consists of:

1 - 96 gallon BLUE Trash Cart and 2 Trash Bags (or 1 personal 32 gallon container)
1 - 64 gallon GREY Greenwaste Cart
1 - 64 gallon GREEN Recycling Cart

Additional recycling carts are available for weekly service at no charge. Additional trash carts are available upon request at a $10.88 monthly charge per container.

One bundle of branches or cardboard boxes (4 feet in length and 24 inches in diameter) is acceptable to be placed at the curb. Each bundle has a weight limit of 50 lbs.

Cardboard boxes filled with trash are not acceptable.

Please set all carts, personal containers and/or trash bags out at curbside by 6:00am on your regularly scheduled service day. Better yet, how about the night before?

Carts should be placed at curbside with the lid opening towards the street and side by side at least 3 feet apart. Clearance should be 3 feet in each direction away from parked cars or free standing objects.


MAXIMUM WEIGHT LIMITS

96 gallon Trash Cart: 250 lbs
64 gallon Recycling Cart: 125 lbs
64 gallon Greenwaste Cart: 200 lbs
Personal Containers/Trash Bags: 35 lbs

To avoid having an overweight cart, or causing possible damage to the cart or truck, do not place rocks, concrete, brick or dirt in carts. All trash inside must fall out when the cart is serviced. Please DO NOT overfill or compact waste and/or recyclables into the cart. To minimize excess trash blowing in your neighborhood, please place carts out for collection with the lids completely closed.

If the cart is overweight, the driver will attempt to service it and notify the resident by leaving an Important Notice Tag attached to the cart. If, however, the driver is unable to empty the cart, the cart will be tagged overweight and the resident will need to lighten the contents for the following week's service.


RESIDENT RESPONSIBLE FOR CART

Each resident is responsible for the cleaning and security of the trash and recycling carts. If carts are damaged or destroyed, please contact the Customer Service Center to place an order for a replacement. As a courtesy to your neighbor, please remove carts after service.


SHARPS DISPOSAL

Residents are now able to conveniently and responsibly dispose of needles, lancets, and other sharps from their own homes with WM’s new mail back containers in just three easy steps.

Step 1: All residents have to do is call WM customer service at (661) 947-7197 to request their free container, and a WM representative will deliver it to their home the following week.

Step 2: Simply fill the container with Sharps

Step 3: Mail the container back for safe disposal by using the pre-paid postage label provided. Make sure you sign the form included in the side pocket of your kit. Contact WM customer service for a new kit!

On an annual basis, residents will receive one free Sharps Mail-Back container and the second is available at a $5.00 co-pay. Limit one at a time.


PROHIBITED WASTE

Do not place the following hazardous waste materials in your cart: paint, oil, automotive batteries, tires, hot ashes, hazardous waste, E-waste, infectious waste and dead animals (weighing more than 10 lbs.). If these materials are found in the cart, it will be tagged and not serviced.


ILLEGAL DUMPING

BULKY ITEM PICK-UP

"Bulky Items" means solid waste that cannot be accommodated within a cart. Contact the Customer Service Center atleast one day in advance, prior to your service day to arrange this special service. You will be able to place at your curb a maximum of four (4) bulky items per week on your regularly scheduled service day at no extra charge.

Acceptable Bulky Items: Furniture (e.g., mattresses, box springs, desks), stoves, washers, garage door units and water heaters. PVC pipes, wood and metal must be bundled (3 feet in length and 18 inches in diameter) and not heavier than 35 lbs. Bulky items cannot exceed 300 lbs each. Non Acceptable Bulky Items: Household Hazardous Waste (e.g., paint, tires, oil and batteries), Electronic Waste (e.g., TV's, monitors, computers), car motors and parts, spas, pianos, camper shells and cast iron bathtubs. Household Hazardous Waste can be safely disposed of at the Antelope Valley Environmental Collection Center.


LANDFILL VOUCHERS

City of Palmdale Residents with established weekly trash service and an account in good standing, are entitled to receive two complimentary landfill vouchers per year (not to exceed one ton (2,000 lbs) of trash per voucher). Each resident will receive two vouchers by mail with the Annual Service Guidelines every year in July. Vouchers are valid from July 1, 2010 through June 30, 2011.


HOLIDAY SCHEDULE

We will be closed for business on the following six holidays. Trash and recycling services may be affected.

New Year's Day
Memorial Day
Independence Day
Labor Day
Thanksgiving Day
Christmas Day

If the holiday falls on a weekday, services will be delayed by one day for that week only. Your regular schedule will resume the following week. There is no interruption in service if the holiday is on a Saturday or Sunday.

For example: If the holiday falls on Thursday then Thursday services will be provided on Friday and Friday services on Saturday, etc.

Waste Management provides FREE curbside Holiday Tree Recycling services starting December 28th, 2009 through January 9th, 2010.


BILLING AND PAYMENTS

The service fees are approved by the franchise agreement with the City of Palmdale and billed and collected by Waste Management. Quarterly invoices are generated every three months and payment is due within 10 days of the date of the invoice.

    * A transaction fee will be applied to payments received over the phone by credit card.

    To ensure proper credit to your account, please indicate your Waste Management account number on your check and enclose the remittance slip with your payment. Missing remittance slips may result in a delay of payment application to your account.

    All returned checks are subject to a $25.00 service fee.

    All non-paying customers will be subject to a Re-Activation Fee (only if carts have been removed).

    Waste Management offers a 5% discount on accounts paid annually.

    Payments received after the due date will be charged up to 2% of customer's monthly rate.


    LOW INCOME SENIOR DISCOUNT

    To be eligible, applicants must meet the requirements below and submit an application to the City of Palmdale for approval.
