City of Lancaster - Residential Service

Collection services are mandatory within the city limits of Lancaster and services fees are established and approved by the City Council.


SINGLE FAMILY RESIDENTIAL SERVICE

Weekly residential service consists of:

1 - 96 gallon cart for household trash
1 - 64 gallon GRAY cart for greenwaste
1 - 64 gallon GREEN recycling cart

Please set all carts out at curbside by 6:00 am.

Cardboard boxes filled with trash are not acceptable.

Additional trash carts are available for $12.94 per month.

One (1) additional recycling cart or greenwaste cart is available at no charge.

Place carts at curbside with the lid opening towards the street and side-by-side at least 3 feet apart. (Some areas receive service in the alley). Clearance should be 3 feet in each direction away from parked cars or freestanding objects.

Lancaster City ordinance requires all carts to be removed within 12 hours. Be courteous to your neighbor and remove carts promptly after service.

The Home Composting Discount Program is available to all Lancaster Residential customers. Residents are required to meet the established criteria and are subjected to an annual inspection by Waste Management. To apply for the discount program, please contact Customer Service.


MAXIMUM WEIGHT LIMITS

96-gallon Trash Cart: 250 lbs
64-gallon Greenwaste Cart: 200 lbs
64-gallon Recycling Cart: 125 lbs
Personal Containers / Trash Bags: 35 lbs

To avoid having an overweight cart, or causing possible damage to the cart or truck, DO NOT place rocks, concrete, brick, dirt, hazardous waste or electronic waste in carts. All trash inside must fall out when the cart is serviced, and please DO NOT overfill or compact waste into the cart. To minimize excess trash blowing in your neighborhood, please place cart out for collection with the lid completely closed.

If the cart is overweight, the driver will attempt to service it and notify the resident by leaving an Important Notice Tag attached to the cart. If, however, the driver is unable to empty the cart, the cart will be tagged overweight and the resident will need to lighten the contents for the following week's service.


RESIDENT RESPONSIBLE FOR CART

Each resident is responsible for the cleaning and security of the trash and recycling carts. If carts are damaged or destroyed, please contact the Customer Service Center to place an order for the replacement. As a courtesy to your neighbor, please promptly remove carts after service.


EXTRA BAGS

Customers using extra bags that exceed the weekly limit will be charged $2.74 per bag (maximum of 14 bags, maximum weight 35 lbs each). The trash cart will be tagged reflecting the current charges. This additional service will only be collected on your regularly scheduled service day. Please contact Customer Service one day prior to service day.

Leaf Season: Please contact the Customer Service Center for leaf season services and dates.


PROHIBITED WASTE

Do not place the following waste in your cart: paint, oil, automotive batteries, tires, hot ashes, hazardous waste, E-waste, infectious waste or dead animals (weighing more than 10 lbs). If these materials are found in the cart, it will be tagged and not serviced.


ILLEGAL DUMPING

BULKY ITEM PICK-UP

"Bulky Items" means solid waste that cannot typically be accommodated within a cart. Contact the Customer Service Center at least one day in advance, prior to your service day to arrange this special service. You will be able to place at your curb a maximum of four (4) bulky items four times per year on your regularly scheduled service day at no extra charge. Additional items may be picked up for $16.17 each.

Acceptable Bulky Items: Furniture (e.g., mattresses, box springs, desks), stoves, washers, garage door units and water heaters. PVC pipes, wood and metal must be bundled (3 feet in length and 18 inches in diameter) and not heavier than 35 lbs. Bulky items cannot exceed 300 lbs each. Non Acceptable Bulky Items: Household Hazardous Waste (e.g., paint, tires, oil and batteries), Electronic Waste (e.g., TV's, monitors, computers), car motors and parts, spas, pianos, camper shells and cast iron bathtubs, construction and demolition debris or items requiring more than two (2) persons to remove. Household Hazardous Waste and Electronic Waste can be safely disposed of at the Antelope Valley Environmental Collection Center.


HOLIDAY SCHEDULE

Waste Management observes six (6) holidays that may affect trash and recycling services.

New Year's Day
Memorial Day
Independence Day
Labor Day
Thanksgiving Day
Christmas Day

If the holiday falls on a weekday, services will be delayed by one day for that week only. Your regular schedule will resume the following week.

For example: If the holiday falls on Thursday then Thursday services will be provided on Friday and Friday services on Saturday, etc.

Waste Management provides FREE curbside Holiday Tree Recycling services starting December 31, 2007 - January 11, 2008


BILLING AND PAYMENTS

Quarterly invoices are generated every three months. Payment is due within 10 days of the date of the invoice. Pay by check, Visa, MasterCard, American Express or cash. Payment Methods

    To ensure proper credit to your account, please indicate your Waste Management account number on your check and enclose the remittance slip with your payment. Missing remittance slips may result in a delay of payment application to your account.

    • If service is interrupted for non-payment, the past due balance, a re-activation fee and two month's service is required to be paid in advance to re-establish service.

    • All returned checks are subject to a $25.00 service fee.

    • Payments received after the due date will be charged up to 2% of customer's monthly rate.

    DISCOUNTS

    * Seniors may apply for a senior discount in the month of April. Discount is effective for one year beginning July 1 - June 30th of each operating year.

         Senior discounts are required to apply annually.

    Requirements: Applicant is 62 years of age or older and can provide a driver's license or other form of identification.

    * Prepay for one year of service in August of each year - receive a 5% discount

    * City of Lancaster Residents with established weekly trash service and an account in good standing, are entitled to receive two complimentary landfill vouchers per year (not to exceed one ton (2,000 lbs) of trash per voucher). Each resident will receive two vouchers by mail with the Annual Service Guidelines every year in July. Vouchers are valid from July 1, 2007 through June 30, 2008.
